Professor Lakshman Guruswamy, Nicholas Doman Professor of International Environmental Law & International Energy Programs, will present a lunchtime colloquium for faculty and staff. His topic will be "Sustainable Development: Energy Justice and Women" from his research which examines the plight of approximately 1.5 to 2.8 billion people who lack access to modern energy for cooking, illumination, heating, sanitation, transportation, and mechanical energy or motive poor (the energy poor). From deaths caused by the pollutants emitted by inefficient cook-stoves to the hours spent collecting water due to lack of water pumps, women and children are disproportionately burdened by energy poverty. The harm is compounded by customary laws and traditions that limit decision-making authority of women while imposing onerous responsibilities in and outside the home. Rural women generally work longer hours than men, earn lower salaries, engage in immense amounts of unpaid care-giving, have unequal access to land and credit, and are excluded from formal decision-making about matters affecting their lives and livelihoods. Professor Guruswamy draws upon political and moral philosophy to argue that the North has an obligation to address the impacts of energy poverty on women and that Southern states are also obligated to take action.
