Dean Weiser will explore the important opportunities for government leaders, such as Alfred Kahn, who facilitated the deregulation of the airline industry, to take advantage of windows of opportunity and change the direction of government policy. California at 50: The Legacy and Future of
Governance, Reserved Rights, and Water Transfers
 <br /><br />
The 50th anniversary of the Supreme Court's historic decision in Arizona v. California
arrives next summer. While the case was an important landmark in the still-evolving
relationship between these two Lower Basin states, it remains most salient today by
the way it codified federal rights and responsibilities, especially in the areas of federal
(including tribal) reserved rights, the role of the Interior Secretary in Lower Basin water
management, and the ability of Congress to allocate/reallocate water. It also modified
the Upper Basin/Lower Basin relationship in important ways, especially regarding
the treatment of Lower Basin tributaries. Moving forward, several types of potential
management innovations in areas such as governance and water transfers will hinge on
the framework outlined, in part, by this decision.

Kates will be here to talk to students about opportunities within the United States Marine Corps.

The Marine Corps has been America's expeditionary force in readiness since 1775.  Every Marine Officer is a provisional rifle platoon commander, trained first as a disciplined warrior regardless of military occupational specialty.  Whatever their expertise or field of training, Marines are ready to transition from mission to mission at a moment's notice.
<br><br>
Opportunities exist for all law students, 1Ls, 2Ls, and 3Ls, to get started on your path to becoming a Marine Judge Advocate.  This is NOT ROTC; requirements will NOT interfere with your law school requirements or graduation date.  Candidates, if selected, will be commissioned as a Second Lieutenant upon completion of Officer Candidate School and be assigned as a Judge Advocate after passing the bar.

Soon after becoming a Marine Corps Judge Advocate, you will be given the responsibilities of maintaining your own caseload and advising Marines on legal issues.  Additionally, the training you receive as a Marine Corps Officer will prepare you to be a leader, both inside the courtroom and out. There is a distinct pride that comes with becoming, as well as being, an officer of Marines. Larry Gold is the founder, chairman of the board, and CEO of SomaLogic. Prior to SomaLogic, he founded NeXagen, Inc., which later became NeXstar Pharmaceuticals, Inc. In 1999, NeXstar merged with Gilead Sciences, Inc. to form a global organization committed to the discovery, development and commercialization of novel products that treat infectious diseases. During nearly 10 years at NeXstar, Larry held numerous executive positions including chairman of the board, executive vice president of R&D, and chief science officer. Before forming NeXagen, he also co-founded and served as co-director of research at Synergen, Inc., a pioneering biotechnology company later acquired by Amgen, Inc. Since 1970, Larry has been a professor at the University of Colorado at Boulder. While at the university, he served as the chairman of the Molecular, Cellular and Developmental Biology Department from 1988 to 1992. During his prestigious career, Larry has received many citations including the CU Distinguished Lectureship Award, the National Institutes of Health Merit Award, the Career Development Award, and the Chiron Prize for Biotechnology. In addition, he has been a member of the American Academy of Arts and Sciences since 1993 and the National Academy of Sciences since 1995. Scott Jr. Lecture Series was established in 1973 by Dean Don W. Sears in memory of Professor Scott, who had been a faculty member of the University of Colorado School of Law for 20 years. Each year, the dean of the law school selects a member of the faculty who has been involved in a significant scholarly project to lecture on his or her research. Last year Associate Professor Rebecca French talked about Einstein's theory of relativity, George Gamow's popularization of the expanding universe and how our cultural "heroes" contribute to new perspectives.
