Plain English Issue: When a state prisoner seeks federal review of the constitutionality of his conviction, his challenge must be filed within a specified period of time. If the state does not argue that his challenge was filed too late, can the federal court of appeals consider whether the challenge was filed on time? And if the state specifically tells the district court that it does not plan to argue that the challenge was too late, although it is not agreeing that the challenge was filed on time, does the state forfeit its right to argue later that the challenge was too late?

According to this research, people of all races often unconsciously use stereotypes to organize information by automatically sorting other people into categories – with ascribed meanings that often shape interactions with and decisions about those individuals. Professor Norton will expose listeners to research that sheds light on stereotypes and their real-world consequences, as well as identify possible strategies for addressing such unconscious discrimination.
