On August 11, Mandi McKinley, who serves as Senator Allard's legislative aide for energy, discussed the Energy Policy Act (EPA) of 2005 with members of the Energy & Environmental Security Initiative's (EESI) Board of Directors and other associated individuals.
After more than four years of debate and numerous stops and starts, Congress finally approved a comprehensive energy authorization bill, based on a 1725 page conference report, that was signed into law on August 8 by President Bush. The Energy Policy Act of 2005 sets U.S. energy policy for the remainder of the decade. The Act provides tax incentives for U.S. energy production, sets federal standards for energy use and energy efficiency, changes federal regulations on extracting energy from public lands, extends daylight savings time by a month, and authorizes programs in the Department of Energy (DOE). The Act impacts numerous other facets of economic, social and political life and governance.
Senator Allard is a member of the important U.S. Senate Committee on Appropriations which was critical in forging consensus for the new legislation. He is lead co-chair of the Senate Renewable Energy and Energy Efficiency Caucus. The goal of the Caucus is to increase awareness of the various forms of renewable energy and energy efficiency technologies in the United States. Senator Allard is a strong advocate for ensuring America's energy security by reducing our reliance on foreign oil and increasing the role of sustainable energy technologies in meeting America's energy needs.
EESI is an interdisciplinary project designed to facilitate research into the scientific, engineering, legal, sociopolitical and commercial dimensions of a sustainable energy future. With faculty members that span the disciplinary spectrum, EESI utilizes an integrated, systems-based perspective in analyzing sustainable energy issues and problems.
